This position provides technical assistance to local agencies throughout the state to prepare EDP and SBP applications, drafts all correspondence for the programs, and ensures appropriate compliance with the Grant Accountability and Transparency Act (GATA).

This position reports to the Special Programs Unit Chief. There are no subordinates reporting to this position.

This position is part of a staff charged with the development, preparation, publication, and monitoring of the department’s Multi-Year Highway Improvement Program (MYP). This position provides technical assistance in defining special program deficiencies. Funding for both the EDP and SBP is constrained by the Office of the Governor’s annual budget and the department’s multi-year projections of state and federal resources. This position works closely with various IDOT bureaus in the central office and district offices, as well as local agencies and organizations statewide.

The greatest challenge of this position is to develop a program plan that correctly addresses the objectives of the EDP and SBP. Typical problems include evaluating candidate projects through the GATA portal which evaluates the specific conditions for the level of risk for each local agency. In addition, the incumbent coordinates with the IDOT’s Bureau of Local Roads and Streets and Bureau of Operations to ensure that joint agreements accurately reflect specific risks. Other challenges include developing procedures, guidelines, and criteria for implementation of the EDP and SBP, and preparing briefings, reports, and position papers to explain the department’s plans and programs to members of the General Assembly and other interest groups.

The incumbent prepares correspondence to municipalities and local agencies that qualify or disqualify for funding. The incumbent delivers presentations to educate local agencies, chief executive officers (CEOs) of companies, other state agencies, and state representatives regarding the EDP and SBP.

The incumbent has a wide degree of latitude in organizing daily workflow. All program correspondence will be forwarded to the Special Programs Unit Chief for review and approval. The incumbent is constrained by applicable departmental, state, and federal guidelines.

The incumbent has internal contacts with staff from the district offices, Bureau of Local Roads and Streets, and Offices of Legislative Affairs and Communications. External contacts include staff from the Illinois Department of Commerce and Economic Opportunity (IDCEO), scenic byways associations, local sponsors of projects, special interest groups, representatives from specific private sector businesses, and the media. Frequent statewide travel with overnight stays is required.

The effectiveness of this position is measured by the timely preparation of acceptable planning and programming documents that support the implementation of special programs in Illinois.
